Soprattutto perchè stiamo parlando di attività ad alto valore aggiunto (come la ricerca e sviluppo) che in teoria avrebbero dovuto essere appannaggio dei paesi occidentali. Invece scopriamo che la concorrenza, anche in questo ambito, è feroce e si gioca in modo asimmetrico. Se capisco correttamente cosa vuole dirci il ricercatore glaxo, in Cina le regole bioetiche, i protocolli di sperimentazione sono molto meno stringenti (si può in sostanza avere mani molto più libere nella sperimentazione) e gli stipendi dei ricercatori sono molto bassi. Con un livello scientifico se non proprio identico ma quanto meno paragonabili. Da qui la convenienza ad investire nei paesi emergenti.
Mi pongo due domande allora: la prima di policy e la seconda riguardo il business della ricerca e sviluppo.
Il settore farmaceutico è fortemente regolato, gran parte degli acquisti di farmaci viene effettuato (sussidiato) attraverso i sistemi sanitari nazionali (almeno in Europa). Se le case farmaceutiche riducono i costi ed il rischio connesso allo sviluppo dei farmaci è fattibile/legittimo per lo Stato chiedere una riduzione dei prezzi dei farmaci acquistati, visto che questi (almeno in teoria) tengono conto dei grandi investimenti sostenuti per la messa a punto di un nuovo principio attivo?

non credo che riusciremo a organizzare eventi pubblici per discutere i temi che di solito discutiamo in questo blog. però ci siamo ripromessi di lanciare un incontro internazionale sul tema della città metropolitana dove speriamo di coinvolgere proprio Nordesteuropa. Quanto alle vicende di Glaxo, ci stiamo dando da fare affinché il caso venga riproposto dai media con l’attenzione che merita.
il problema del paese non è la dinamica economica ma quella del lavoro… in qualsiasi altro posto al mondo ci sarebbero degli imprenditori disponibili a ragionare… magari con gli stessi dipendenti come partner… alla glaxo a verona sono bravi, bravissimi… e questo vale per un sacco di altre aziende, ma se non si risolve l’equazione flessibilità=precarietà non si troverà mai un metodo per rilanciare e diversificare le aziende e i lavoratori che ne fanno parte… forse sono OT, ma forse tutto sommato anche no…
A mio parere ci sono molti temi che si intersecano:
- primo tra tutti, come scrive Stefano, il processo di esternalizzazione della ricerca. E’ generale nelle Big pharma, semmai Glaxo era in ritardo.
- i differenziali di costo del lavoro. Dipendono da tanti fattori, alcuni legati alle garanzie sociali, ma non tutti. Molto dipende anche dal costo di sistema (infrastrutture, agevolazioni, burocrazia). Non si può essere in coda a molte classifiche internazionali sui vari aspetti, e non pagarne le conseguenze anche nelle eccellenze. In ogni caso, forse che il miracolo italiano negli anni ‘50 si basava su presupposti diversi?
- capacità di fare marketing territoriale del Paese. Se dismettessimo la boria che guarda la passato, e ci guardassimo intorno, scopriremmo che la rendita del Made in Italy viene erosa di continuo. Quanto pesa poi ospitare le tre organizzazioni criminali più aggressive in Europa?
